==== Defence procurement ==== The Defence budget was protected by a NATO commitment to increase defence spending by 3% per annum until 1986, but was still subjected to cuts in the proposed budget during Heseltine's tenure. == Prognosis == Fukuyama congenital muscular dystrophy has a poor prognosis. Most children with FCMD reach a maximum mobility at sitting upright and sliding. Due to the compounded effects of continually worsening heart problems, impaired mental development, problems swallowing and additional complications, children with FCMD rarely live through adolescence, the disorder proves fatal by age 20.

MAA-glycine (mycosporine-glycine) is able to quench singlet oxygen and hydroxyl radicals very quickly and efficiently. There are many reasons why an excited state can be metastable. The most common mechanism is by suppression of gamma decay of excited nuclei, making the decay route a forbidden transition. Spin is conserved, and a photon has spin 1 ħ. Thus, if a decay route would require a change of ≥ 2 ħ (any possible change is always integer) in angular momentum, then the gamma decay would become highly suppressed. For example, if the decay requires the nucleus to change spin by 2 ħ, then it must emit 2 photons at once. This is a 3-body interaction, which is much weaker than a 2-body interaction, and thus occurs at a much lower rate. In general, each additional unit of spin larger than 1 that the emitted gamma ray must carry inhibits decay rate by about 5 orders of magnitude. As the excited energy state lowers, eventually internal conversion (IC) and internal pair production (IP) takes over. The decay of 180mTa from spin-9 state to spin-2 state changes spin by 7 ħ. This suppresses the rate of gamma emission so much that the decay rate is essentially equal to the rate of IC, in agreement with the above. When the nucleus begins and ends with 0 spin, it cannot decay via single photo gamma emission. The only possible routes are IC, internal pair production, or two-photon gamma emission. Usually IC and IP dominates over two-photon gamma emission.

Doctors also use the Wagner Grades to describe the severity of an ulcer. The purpose of the Wagner Grades is to allow specialists to better monitor and treat diabetic foot ulcers. A remote sensing study conducted by the Water Center for the Humid Tropics of Latin America and the Caribbean (CATHALAC) and NASA, in collaboration with the Forest Department and the Land Information Centre (LIC) of the government of Belize's Ministry of Natural Resources and the Environment (MNRE), and published in August 2010 revealed that Belize's forest cover in early 2010 was approximately 62.7%, down from 75.9% in late 1980. A similar study by Belize Tropical Forest Studies and Conservation International revealed similar trends in terms of Belize's forest cover. Both studies indicate that each year, 0.6% of Belize's forest cover is lost, translating to the clearing of an average of 10,050 hectares (24,835 acres) each year. The USAID-supported SERVIR study by CATHALAC, NASA, and the MNRE also showed that Belize's protected areas have been extremely effective in protecting the country's forests.
